white spacer

Hey guys,

I know this question is somewhere, I just can't find
it. I have ridden my new bike almost 300 miles this weekend and have noticed some backfiring. My question is how and where do I get to the white spacer that I have read you should take out, I do not know where the
Diaphram is?????
